Phase 111: Admin-Only Passive File Evidence Visibility

Uploaded bundle files remain admin-only and passive. Operators can now see passive file evidence in Django admin, including whether a file is attached and the stored file reference.

No ZIP extraction, manifest parsing, module code reading, AI processing, patch generation, sandbox orchestration, or background job execution is enabled.
